The Capitol Health Team is made up of a diverse, highly motivated and experienced group of healthcare consultants. The leadership has a deep background in enterprise consulting, especially with large complex, politically motivated healthcare systems and large scale government projects.

Hans Kastensmith

Mr. Kastensmith has 30 years of progressive achievements in the healthcare industry, Mr. Kastensmith has founded, managed, established financing for and advised a number of healthcare technology, diagnostic and population health management companies. Mr. Kastensmith has significant experience in running both private and public healthcare enterprises and lead three corporate acquisitions for a public company. 

Jay Keese

Mr. Keese has over two decades of experience as a lobbyist and public policy professional, Jay has a diverse background with a heavy emphasis on healthcare issues. He also has significant experience with technology, finance, transportation and environmental issues

Dr. Craig Jones

Dr. Jones has served on several committees and workgroups including the Institute of Medicines Committee on Core Metrics for Better Health at Lower Cost, the Learning Healthcare System in America, and the Roundtable on Value and Science Driven Healthcare. 

Kim Storfer

Kim has worked twenty-five plus years in the healthcare industry. Kim’s experience covers much of the healthcare continuum, including hospital, provider office, department of health, regional health information exchange, vendor, dental and academic settings.  

Kenneth Thorpe

Kenneth E. Thorpe, Ph.D., is the Robert W. Woodruff Professor and Chair of the Department of Health Policy & Management, in the Rollins School of Public Health of Emory University, Atlanta, Georgia. He was the Vanselow Professor of Health Policy and Director, Institute for Health Services Research at Tulane University. 

Katie McGee

Ms. McGee has 25 years progressive achievements in the Information Technology industry. She has spent the past several years in the healthcare IT space and is the principal in a healthcare IT consulting firm. With a solid background in program and project management, data base design, HL7 messaging, network transport, and MPI management, Ms. McGee has worked for with several states in the development of strategies to populate and sustain their health information exchanges. 

Phil Fegan

Mr. Fegan has almost 30 years of healthcare experience holding positions in payer companies, hospital institutions, medical groups, healthcare operations as well as in information technology. Utilizing experience from all aspects of the healthcare systems, both in the United States as well as the United Kingdom, enables Phil to provide innovative health care technology solutions across the continuum of care.
